Research On Management And Appreciation System Of Science And Technology Project

At present, the management and assessment work of science and technology in our country is a paper-based and manual management from declaring the project, mid-term examination to completing it, so it's management cost is relatively high. And because those who declare the projects don't know the evaluation criteria well, those purposes are not very clear. During the assessment of the project, the administrator needs put experts together to evaluate it manually, so the efficiency is relatively low. The existing management systems of science and technology partly achieve the web-based declaring and project management, shorting of the self-testing and the weight of project indicators.In order to resolve these problems, the paper designs and implements the management and evaluation system of science and technology projects. First, the paper studies the technology related to the system. Second, considering carefully the declaring and managing process of the projects, the paper analyses specifically the demands of the functions, performances and data, implements the main functions. Finally, it studies and achieves the algorithm of weights during the process of evaluating project. In order to avoid the complexity of code and maintain the loosely coupling degrees of system, the paper introduces a three-tier architecture based on Browser/Server. The system includes the declaring, managing and evaluating of the projects for improving the efficiency, adopts the pre-self-testing mechanism in order to avoid the blindness of project declaring. Because of traits of combination of qualitative and quantitative and levels during the evaluating process, the algorithm of weight in this paper is based on the method of Analytic Hierarchy Process.By adopting Analytic Hierarchy Process and weighted-average method in evaluating process, it can reflect the justice of evaluating the Science and Technology project and improve the management of scientific and technical information to a new level.Because the work of management and assessment of Science and technology covers a wide range, this paper only designs and implements the project declaring, mid-term examination, completing the project. The examining result and the late follow-up of the project will be researched further in the future.
