With the continuous development of information technology, e-governmentsystem has become an indispensable platform for government operations.Government and the public have higher requirements for e-government system interms of its function, performance and stability. A stable and efficient platform fore-government is an important indicator to measure the efficiency of the nextgovernment. In the process of developing an e-government system, it becomes moreand more important to ensure the project development progress and quality ofsoftware engineering technology.Agile development techniques, as a new technology in the field of softwareengineering, has begun to fling in the domestic IT projects. It help us to have betterembrace change, build prototypes, and users to communicate faster, provide help tomake software project management more effective. However, domestic agiledevelopment techniques are used with limitation in the field of small business. Thereis no application in the field of e-government case.This thesis used Distance education network projects in Zhuhai City as thebackground, combined with some of the experimental process and data in the projectconstruction process, explored the feasibility of Scrum in the e-government system.Main contents are listed below:1) Analyzing the feasibility of applying the core idea of the agile developmentmethod and the Scrum framework in the Distance Education system;2) Traditional waterfall model, as a context was used to introduce a set of sets inthe Distance Education system, the formation of demand management, projectplanning, program development, software testing and deployment, supervisionimproved the Scrum method.3) For a combination of project supervision and Scrum master work.This thesis is trying to prove that the agile method Scrum framework is suitableas a management approach for e-government system development, and the Scrumframework, but also the way inclusive of the activities of the supervisory institutionby analyzing the practice for Distance Education project.
