With the rapid development of information technology, more and more IT (InformationTechnology) systems are constructed or under construction. As a result, they have been animportant part of human’s life. However, the serious faults of such applications will have negativeimpact on routine work, even lead to a catastrophic lose. Thus, how to effectively manage andutilize the IT resources is a difficult problem. The concept of IT service management (ITSM, ITService Management) was proposed in such background. ITSM emphasizes the effectiveintegration of IT and business needs, and focuses on the costs and benefits of IT investment. Asthe best practice of IT servicemanagement, ITIL (Information Technology Infrastructure Library)has become an important specification and the defacto. There are more and more enterprises andcompanies have joined the user groups ofITSM.This paper is based on a real project in which the thought of ITIL is comprehensively applied.The project aims to provide an effective solution for managing and monitoring the system. Thesystem monitors the operational status of the e-government systemand generates timely warningat run-time, including the status of the network, hardware, and business. Userscan be informedimmediately when the fault information has been monitored, which greatly improves theefficiency of maintenance.Compared with the traditional operation and maintenance management system, the systemproposedin this paper is more flexible and practical due to several helpful and useful functions,such as the periodical detection, which executes active fault detection and generates timely warning; the distributed architecture of network, which can improve the performance of systemby adding new nodes when the e-government system is scaled up; the template of monitoringresource of system, which made the users can flexibly customize new monitoring indicators tomonitor the status of new hardware and software; the integrated warning solution, which includesonline and offline alarm, SMS and voice.Based on the literature research of the operation and maintenance management system, thispaper analysed and designed an e-government operation and maintenance management system byappling the ITIL as the guidance andconsidering with the specific business features andrequirements.During this course, we designed the architecture by analyzingthe functionalrequirements, non-functional requirements and the user experience and applying the thought ofservice management.All the abstract and detailed design is accomplished under the guidance of ITservice Management, including the structure of the software, detailed design of subsystems andcore processes. Based on the design, we also gave the solution tothe coreof such systems andhighlighted its characteristics and features. The result of experiments we performed hasdemonstratedthe feasibility of the proposed design. We also concluded the unperfect features ofour system and the future research work.In this paper, we have designed and implemented a comprehensive solution to e-governmentsystem according to the real requirements. The system has been built and run on line inmanyprovinces.The departments of operation and maintenance management have used them inthe routine and benefited from them. The author hopes that the proposed design of the operationand maintenance management system could be a reference for similiar applications and theimplemented system can provide effective assistance for the users.
