Modern enterprise more and more dependent on IT system to carry out the dailyproduction and management. Along with the increase of IT system, a lot of IT system itselfthe maintenance and management of becoming more and more complicated, the traditionalway IT management already can not adapt to the needs of large-scale IT maintenance. Onlythrough the introduction of advanced management thinking, the IT services to make IT workstandardization management, so as to improve the efficiency of IT management. IT servicemanagement can get through IT department and business department of the structural barriersbetween, comprehensive system to implement IT infrastructure management, measuring ITservice costs and benefits for the organization, IT service provides guidance method. And ITservices management on organizational management, time management, risk management,cost management, technology management have played a role in promoting. With China’saccession to the WTO, more and more intense competition of the telecommunicationsindustry. China is already the world’s largest telecommunications subscribers national. Inorder to adapt to the international competition, the urgent need to domestic telecom operatorswith information technology to enhance management level and the service quality, enhancetheir core competitiveness.This paper discusses how to existing enterprise Information service in telecom, based onITIL introduced (The Information Technology Infrastructure Library) IT service management,design for shibei methods of management of The telecommunication bureau use system inorder to improve The management efficiency and quality to meet The changing businessneeds, guarantee The stable operation of The business system.This study is the basic ideas in reading plenty of domestic and foreign literature, and onthe basis of the selection, is a typical and strong application value IT service managementmethodology, combining the important content in the telecommunication enterprise operatingservice management concept, IT in question, analysis problem, problem-solving mentality, specifically, this thesis research work mainly includes the following aspects:First of all, on the basis of analysis of the status of domestic enterprises ITTL, pointedout that the the telecom enterprises ITTL problem. City North Bureau of EnterpriseInformation Engineering of the current status and bottlenecks analysis, do in-depth analysisand discussion, telecom enterprises to manage complex, cumbersome user reported impaired;yet unified service management system and maintenance processes; lead to support platformmore prominent; maintenance team is more organizational deployment and personnelmanagement is increasingly evident.Secondly, for telecommunications enterprises, noting that the City North typical targetdevelop strategies, overall planning and evolution strategy, pointing out that the key factor inthe implementation of telecommunications enterprise ITIL transformation, and finallyhighlighted the telecommunications enterprise ITIL service processes, service management,and technical support the terms of the transformation of the implementation strategy.Then reference ITIL standards for City North telecommunications main problemencountered by the IT service management strategy analysis ITIL implementation NorthernTelecom in the city, and then combined with the company’s existingcharacteristics, designmanagement mode of the five processes: incident management, change management, problemmanagement, release management, configuration management.Finally, this paper, the design of of Telecom IT service management system supportingplatform. Including the functional structure of the system, the logical structure of the networkstructure, database structure, to achieve the event, including event processing, resolved to wait,turn faction and upgrade better implementation.
