Along the development of Information Technology, the construction of IT establishment has been mature enough. Gradually, more corporations pay their attention to the following topics. How to manage such a mount of equipments and maintainers efficiently? Using available human resources, how to improve the collaboration between each department through an advanced managing measure when facing a big problem. Under this circumstance, the Tianjin Mobile Communication Corporation brings forward the demand that build an Electronic Operation and Maintenance System which contains worksheet management and duty management.Nowadays, IT Infrastructure Library has become the standard of IT Service Management. Based on the service support and service delivery parts of ITIL and the business demand of TMCC, this paper introduces the detailed design of E-OMS. TMCC's E-OMS is composed of these three parts: operation and maintenance support model, statistical report model and interface model. The kernel part is operation and maintenance support model, which includes seven sub models, such as worksheet management, duty management, etc. The core is worksheet management, which is developed with the Remedy? Action Request System of BMC Software Corporation.At the end, this paper shows some statistical results of the E-OMS which show the system's status. All these data demonstrate that the system actually improves the collaboration between departments, improves the performance of the operation and maintenance management, and as a result, improves the power of the corporation.
