Along with the in depth development of the information technology, the establishment of IT foundation becomes more and more complex. At the mean time, our daily business is more and more depending on the IT support. Then, it becomes more significant on how to reinforce and improve the efficiency of IT service management and maximize the utility rate of IT resource.For reasons of above, ITSM has been developed and it has been accepted and applied into more and more organizations, especially in 2005 the ISO20000 release, ITSM has documented its own international standard. Following form that there is a question is how to successfully implement Service Management.Based on the above, the first chapter describes the research background, objectives, significance, methodology, and creative point. The second chapter describes the ITSM standard and the ITSM development domestically and overseas. The third chapter advances the feasibility scheme about the ITSM programming and design comparison with the ISO20000, The forth chapter based on the study object—the technology operation center, focusing in the philosophy about people, process, tools on software, and continued improvement, describes how ITIL has been developed and applied. The fifth chapter gives a reasonable prospect of future IT service management. This paper will provide guidance for the origination in serializing the technology operation center.
