Based on optimistic estimation of citizen journalism in secularsociety and academical area, this article mainly discusses the actualfunction and significance of citizen journalism in the Transition periodof China. Citizen journalism is a vocabulary which originated anddeveloped in the West and imported to China, and an action which commonpeople participate in journalism. Based on China’s society background,citizen journalism in China showed very different localization processof development,features and functions from the West.The writer takes the example of "Tourism market cheating" issuehappened in Sanya in early2012, from deeply investigation we foundcitizen journalism in China(Specially micro-blog) really has inspiredthe enthusiasm of the people in politics and stirred up debate about thesociety and culture. However, seen from development stage, compared tothe traditional journalism, the citizen journalism is only at the stageof "participatory journalism". And from context of citizen journalism,it kindly has become a channel to vent people’s anger or to publishnegative news. Finally it is not so obvious on its social functions, andcitizen journalism can only lingers on the edge of society.To strengthen citizen’s power, citizen journalism, which carries allof these, needs to make their own development standard and avoid theirdisadvantages to help society positively exercises its functions andobtains healthy and long-time development.
