Citizen journalism is defined as the first-hand news reports from the amateur journalists. It originated in the public information campaign which happened in 90s of 20th century in United States. Its primary theory is public community, social obligation and participating democracy. The practice of citizen journalism is based on various mass media. In the 90s of 20th century it is based on almost all the traditional news media. With the rapid development of modern communication technology, digital technology and network technology, it not only relies on traditional media, but also relies more on online media, the blog, wiki and citizen news network are the most representative forms. The internet plays a key role in promoting the development of citizen journalism. Internet-based civic journalism preeminently embodies citizen journalism's civilian and participatory.Currently, citizen journalism develops the most mature in the U.S. and South Korea. The U.S. is not only as a carrier of the birth of the first citizens of the State, but also the best exemplifies which is on behalf of the spirit of the citizens called Wikinews. Ohmynews in Korean is the world's most successful examples of citizen journalism Web site. The paper defines the concept of civic journalism firstly, at the same time it clarifies the distinction between citizen journalism and public journalism, describing the history and development of citizen journalism. Then the author takes network-based media of the United States and the Republic of Korea website Ohmynews site as examples, analyzing and summating their characteristics. Through comparisons, we can see the problems in the development of our country and find positive solutions. It will also help build a healthy citizen Journalism by demonstrating and analyzing this paper, so that it will lay a good foundation of public opinion to our harmonious society.
