As an open information exchange flat, internet brings impressive revolution to traditional academy exchange system. Appearance of Open Access gives a sense of hope to information era, so that it has being extensively focused and positively responded by many fields like international science and technology, academy, publishing and library as soon as it came out. Its unique feature of openness should be utilized on large scale, because readers could get required information rapidly, promptly, and freely.Thought of OA enters into domestic market before long. Users’identification is the only way to prove the value of Open Access, to promote its development, because users are the biggest beneficiaries. In the view of Chinese situation and scientific development, facilitating the development of OA, establishing new academy exchange pattern are the trend of historical progress. By means of the self-identity degree of domestic users toward Open Access at present, the changes in recent years through successive survey, and mathematical model of influential factors, the paper poses countermeasures and suggestions. At first, the paper outlines the development of OA, and research situation on the self-identity degree of domestic users’toward OA, discusses issues that we should observe users’attitude changes to OA in a long period and research each influential factor by scientific methods.Secondly, aiming at the same users group, the author investigated the group’s statistics on the self-identity degree toward OA adopting the same questionnaire in four years successively. Then, the paper analyzes the changes for the self-identity degree toward OA through their changed attitudes for OA literature, network documents, using OA for publishing, and how to promote their reliability for OA journals. On addition, the paper also analyzes individual features, users’habit to acquiring information, users’habit to publications, and the relation between social environment and users’choice to OA. As a result, it concludes that scientific research evaluation system is closely related to users’ choice to OA.Thirdly, there are three major factors in whether internal resources meeting with demand or not, quality of network documents, and scientific research evaluation system impacting on users’self-identity degree to OA, by establishing influential factor model and analyzing the result according to influence of these factors. Finally, the paper summarizes factors affecting social identities to OA, and raises suggestions and countermeasures on advancing domestic users’self-identity to OA focusing on thesis authors and managers of OA respectively. The final goal of the paper aims at giving the suggestions and countermeasures on how to improve domestic users’social identities to OA, and facilitates domestic development of Open Access Movements, in hopes that more users would like to use OA resources, share their scientific achievements with peers promptly, realizing smooth exchange of high quality information.
