Evaluation Of Open Access Journals Based On The Construction Of Information Resources

Open Access Journals(also referred to as OAJ)as an open source,is a new mode of spreading scientific knowledge.It has many advantages,such as large information capacity,easy access,high efficiency,convenient communication and so on.It has been accepted and recognized by scholars,and has brought new opportunities for the construction of Library resources.Therefore,it is of great significance to carry out a scientific and effective evaluation of OAJ in order to promote the library's collection,disclosure,mining,management and utilization of OAJ.In this paper,firstly,the background,research and practice progress at home and abroad are discussed,in order to elicit the necessity,purpose and significance of the research.Secondly,it combs the emergence and development of OA concept and model.Combining with the development characteristics of OAJ and the rights and reuse problems in the open digital environment,this paper constructs an evaluation framework including three dimensions including openness,quality and influence from the perspective of resource construction.Thirdly,using literature research method and Delphi method screening evaluation index,and through analytic hierarchy process to determine the index weight,the final OAJ evaluation index system is obtained.Then,using the constructed OAJ evaluation index system,the author selects 10 well-known oncology journals published by BioMed Central for empirical analysis.The expert in oncology was invited to participate in the evaluation through the form of questionnaire,and the results showed that the evaluation system had good practicability.Finally,the paper discusses the problems in the process of the construction of the evaluation framework,the selection of evaluation index and the determination of the index weight,and analyzes the characteristics and limitations of research.summarized main points of this paper and suggestions for future study including further update and refine the evaluation index,study and formulate more scientific and rigorous evaluation standards,strengthen the empirical research and optimize the evaluation system.
