The ever-changing information and communication technologies and the Internet, new media boom the development of modern society into an open, transparent, real-time, vast amounts of traditional and modern combination of the blending of mainstream and non-mainstream new media era.the media literacy of civil servants and their behavior performance is directly related to a large extent the public trust and social image of the party and government, and indirectly influencing the effectiveness of the work of the government and its social evaluation.Means of information dissemination with the new media age, the ruling effectively convey the concept of governance, government efficiently sun administration, media reports and timely follow-up and publicity, the correct understanding and active support of the people, not only the requirements of a high degree of development of political civilization, but also enhancing the overall performance of social civilization. Therefore, in a targeted manner to enhance and rich media literacy of civil servants and their behavior shaping is particularly critical and important moment.In this paper, the status of the media literacy of civil servants, pointing out that civil servants to the lack of media literacy education, thinking and understanding the causes of deviations and other problems. In the civil service on the cognitive aspects of the media and journalists should be noted that the awareness of news into the work; in the civil service, media contacts and use, should take the initiative to exercise to seize every opportunity; civil servants to participate in and respond to the media, it should be to learn from the accumulated experience of success. Meanwhile, the government should strengthen the special training, media literacy as an important condition of the elected cadres, encourage the majority of civil servants in public administration and high-level display of media literacy, to enhance the soft power of the public service and public administration.
