Globalization, the risk of intensified government communication issues have become increasingly prominent.Increase the level of media literacy and to improve the communication ability of government have important significance.I will make a definition about "government communication ability" based on the literature review.And try to probe the relationship between the media literacy and the communication ability by the Components of the government communication ability.To sum up a evaluation system suitable for grass-roots government’s Media Literacy Combined with media literacy concepts and the summary of theoretical models (on the perspective of government agencies, government staff). Four indicators of the government Agencies’Media Literacy Assessment System:media literacy system, media systems, human resources, media literacy levels; Eight indicators of the staff’s media literacy system:media literacy awareness, communication awareness, knowledge systems, media recognition, Media Relations grasp, media information processing, information dissemination media, media information response.Finally, make a questionnaire in K.Using the factor analysis to sum up the components of media literacy. Through comparative analysis, media literacy before the proposed evaluation system would be amended,and then to provide a reference for the grassroots government media literacy level evaluation.
