In today's information age, mass media has been to people's lives can not be separated even for a moment, information dissemination, like air and water in general everywhere。For the National Civil Servant, they hold a range of political, economic and cultural resources, control the operation of the state and society. They use the media to government public relations to allay public crisis, and guide public opinion, establish the image of the government. Hence, Media awareness among the civil servants, the attitude of the media, including media selection and engagement of the media to disseminate the contents of screening and to determine whether it be good at dealing with the media is a measure of the information society to govern the level of an important symbol.With the development of China's economic and society,new problems and new challenges have come up, the party and the Government has proposed a people-centered scientific development concept of governance, focused on creating an sunlit government and government service. In this process, all the national civil servant have to adapt to the advent of the information age, media environment changes, timely disclosure of information, and accurate release of information, good use of the media in order to promote the initiative firmly in their hands. State public servants, especially leading cadres, how to face the media is both a sensitive and challenging, but also important practical issues.National civil servant is a special group of society, their contacts with the media is not just the need for general audiences, positions of social roles and self-concept to a certain extent, for its definition of media awareness and media use behavior. Therefore, improving the government officials to promote media literacy as an effective work of the government requirement of the times and urgency of the move. The level of the leading cadre's Media Literacy, not just the issue of their personal qualities, directly related to the ruling party and government levels.
