With the development of computer networks and communication technology, theWEB technology has become the most powerful tool for information exchange. Theweb-based distributed system has been proved to have more advantages thanClients/Servers(C/S) system. Many PC and LAN-based application systems has beentransferred to C/S system gradually. Meanwhile many enterprises including a lot ofworld top500companies are pushing forward and deepening performance management.The scientificalness of appraisal system and the advancement of appraisal tool haveimpacted the effect of performance management so such that they have even become akey to HR management.Since2006the headquarter of Sichuan Electric Power Corporation has introducedperformance management. After five years’ practice and exploration a360-degreeappraisal system has been developed to standardize the appraisal process and optimizethe factors’ weight, thus to fully demonstrate the performance appraisal managementsystem’s effect of orientation and motivation. Based on the staged success of SG186Project, full coverage of enterprise LAN and employees’ high network skill, it is verymeaningful and influential to develop a web-based appraisal system with webtechnology as well as integrated information platform and then bring thiscomprehensive tool of HR management into play.This article mainly illustrates the objectives and significance of the research ofweb-based appraisal system and then introduces the basic functions and relatedtechnical knowledge of the system. This article begins with demands analysis andobjectives design and continuously demonstrate technology selection, function moduleseparation, solution realization, system performance and application prospect. Thesystem adopts B/S multi-layer structure under the J2EE technical standard. It isdeveloped within Agdev framework in JAVA. The head end demonstration part adoptsJSP while the service logic part uses MVC structure, and the data access part uses JDBC.Its characters also includes Object Oriented components design and integration, Object Oriented layered data structure design, visible and flexible controlling workflow clients,Web Service and XML technology support as well as excellent safety level anddistributed business function.The performance appraisal system of Sichuan Electric Power Companyheadquarter was approved in September,2009. This project followed a rollingdevelopment and synchronous application mode and put into function in February,2010.It provides a full on-line process management of performance planning, auditing,evaluating and back-tracking as well as real360-degress appraisal. The system is highlyappreciated and remarked for its operation usability, data safety, process stanardability,appraisal timeliness and interface friendliness.
