As a kind of important means in modern administrative management, performanceevaluation has multiple functions, such as supervision, motivation, orientation,constraint, and it is essential to strengthen the public security management. At present,our country public security departments have successively formulated police workperformance evaluation mechanism, and give full play to the performance appraisal inpublic security management in the role. However, the traditional artificial way ofperformance evaluation restricted work efficiency. How to improve the public securityperformance appraisal work efficiency has become the forefront research topic in thepublic security management work. For this, along with the rapid development ofinformation technology, China public security departments have completed workperformance assessment information system, improve the performance appraisal workefficiency, but how to better with a specific post the demand characteristic, developmentand construction for specific tasks of the public security the performance assessmentsystem, and meet the public security specific jobs performance evaluation managementrequirements, better inspire police work enthusiasm, better improve team execution,now became public security departments of the new problems.Based on the performance assessment method and public security performancemanagement information system based on the development of the related theory,combined with the police patrol detachment zhongshan performance assessmentmanagement work reality, the in-depth study of the patrol each position workingperformance evaluation indicator setting, through working conference, held byquestionnaire and other units for reference of the performance appraisal work, designeda set of objective and fair evaluation police performance evaluation indicator system. Atthe same time, after system development analysis, whose web site, the design ofdatabase, website platform design, detailed design each module, etc, on B/S structurenetwork mode using SQL Server2005as a network database, using asp.net, VisualBasic and SQL language developed for performance evaluation process of Zhongshanpatrol the information system. This paper has established according to the characteristics of the police teamflexible, fair, science, coverage of the patrol performance evaluation indicator system toachieve performance quantification assessment for the core, development completed aset of scientific and standardized, simple and efficient ranger performance assessmentinformation system, so as to the police patrol management provides a set of evaluationsystem integrity, fair and accurate data performance management tools to enhance theperformance appraisal process efficiency and safety, realize the patrol of performanceappraisal informationization. Through the system test, policeman internal spread out indifferent departments and different post by public security internal network timely andaccurate assessment data access, and make the structure of the organization departmentand working process of realizing the optimized restructuring, beyond departments andposts of space limit, for zhongshan policeman providing a high quality and efficiency,the scientific standard, fair justice public performance management system, and meetthe zhongshan patrol the actual demand of performance management work, alsoachieved system design of the expected effect.
