With the development of science and technology, especially the technology of network, information has become one of most important resources. Reports from American education technology CEO forum in2001included Information Literacy (IL) as one of the fundamental abilities that people should possess in21st century. People in different country have already paid attention to the important meaning that IL can improve the overall quality of all nations and the development of national economic. At the same time, with the rapid development of science and technology, the knowledge economy globalization has become the evitable trend. The development of knowledge economy society in information ecology needs talents especially top-notch talents. And if China wants to lead the completion in overall national strength, our education should train the top-notch talent that can adapt the necessary of the modern society development and must own Information Literacy. In order to let top-notch talents make contribution to our country’s construction by using huge information in information age, it’s necessary to research on how to train top-notch talents’information literacy in information ecology.In view of the top information literacy training of the top-notch talents in domestic high institutions, the present paper proposed the information ecology, top-notch talents as well as the training of information literacy concepts. Then this paper did a preliminary study on the composition of the top-notch talents’information literacy on the backgroud of information ecology. Besides, the present paper compares the traning of information literacy among the developed countries. It could give inspiration on domestic high institutions training of top-notch talents’ information literacy according to absorbing the valuable experiences of three representative countries such as United States, Japan and Australia with the combination of domestic high institution. The main inspirations are:Develop information literacy training standards for different training objects; will information literacy training into the professional training programs and plans; complete information literacy training system; comprehensive information literacy training.The author did the investigation of the top information literacy training of the top-notch talents in domestic high institutions, mainly according to the method of questioners and the interview based on the research in21domestic universities. Furthermore, this chapter also quote the historical documents to clarify a comprehensive analysis based on before-mentioned information. The main conclusions are: The students don’t have a deep understanding to the information literacy and the concepts connotation; the ways that students gain information are trending diversification; the most major difficulty which exists in the students’ information application is the ability of system information analysis; students favor in accepting with the professional courses union training; universities begin to attach importance to the creation of information literacy training courses; we need to open up many ways to improve information literacy training of the top-notch talents. It also make a deep research on existential problems of the training of top-notch talents’information literacy in domestic high institutions:Students’ information ability waits to promoting; their information consciousness is also quite light; at the same time, universities’training dynamics should be enlarged.Based on the former-mentioned investigation research, present research, comparion research, this chapter has explored the training modes of information literacy on top-notch creative talents from the perspective of the training theories, the settings of training content, the construction of training environment, the adoption of cooperative and integrated training methods, and operating program and evaluating mechanism. The present paper thought that top-notch creative talents’information literacy training should take the information ecology theory, the innovation education theory and the information literacy training theory as the instruction. And we should carry on the top-notch creative talents’information literacy training from the information ability, information consciousness and information morals. We must pay attention to the use of conformity-like train methods, and combine the information literacy training and the general education, the professional courses and the researches. Besides, we should integrate the individuals, the universities and the community to create a good information environment for the top-notch creative talents’information literacy training. At last, we must give the effective evaluation of the final results, and put the training of the top-notch creative talents’information literacy into practice.
