Study On Management Strategy Of Government Concerning The Network Public Opinion In China

With the development of information technology and computer science, human society has accessed to the information age. Any incident and event would trigger fierce debate on the Internet, and more and more people like to learn national economy, social changes and people’s livelihood via the Internet. Furthermore, an increasing number of people focus on social interest and demand for individual profit via the Internet, so the network public opinion comes into being. Due to the Internet with characteristics of virtue, concealment and random, the mood of the network public opinion has been diversified. To some extent, the network public opinion has made a great impact to the decision-making and implement of the government. If it was misconducted, the stability and harmony of society would be threatened by negative network public opinion while the government image could be ruined. Under the phenomenon, the government must pay its attention to the network public opinion when it engages in the social management. The monitoring, conduction and supervision of the network public opinion strengthened, the ability of the government to cope with social contradiction would be improved. Relying on establishing effective and efficient mechanism of opinion expression, the optimization of the network public opinion will leverage the expression of positive public opinion, the maintenance of social stability and the construction of harmonious society.The main content of the dissertation includes several parts as follows:The first part of the dissertation analyzes the background and significance of this selected topic; situation of the study at home and abroad; introduces target, contents, thread and methods of this paper; and points the characteristics of study. It is the starting point of this study. The second part elaborates the related theories of the network public opinion and from different theoretical angles including identity theory, public governance theory and commun· ication theory, which provides the theoretical basis for the study. The third part explores the origin and significance of the network public opinion. By analyzing the relation between the network public opinion and decision-making of the government, this part emphasizes the importance to conduct the network public opinion. The fourth part analyzes the status quo of the network public opinion while it points out some problems existing in the process of coping it. This part focuses on the monitoring system, early warning mechanism and precautionary measure which can be regarded as main short boards of coping with the network public opinion for the government. It also figures our chief procedure of coping with the network public opinion. The fifth part applies social safety valve theory to analyze problems and difficulties in the process to cope with the network public opinion for our government. It presents a series of countermeasures and strategies to optimize the circumstance and expression of the network public opinion. The part of conclusion sums up all the contents about this dissertation, points the insufficiencies in the study, and opens up new vista of this study.
