With the rapid development of Internet and the population of Internet alwaysgrowing, Internet public opinion events continuously are exposed in the network, suchas: Japanese car events smashed, the officer Mr. Yang who possess a lot of expensivewatches, Ms. Gong who possess a lot of house property, etc. Those events have causeda certain of impacts in society, and also have an effect to the government’s legitimacyand credibility. This is a challenge to our government, while it is also a challenge and anopportunity to the construction of democratic countries. Therefore, the governmentcannot avoid dealing with the topic of network public opinion.The paper focuses on government response to network public opinion, which isbased on《The31th China Internet network development state statistic report》whichintroduces the Internet and development status in our country, and further states theconcept, carriers and characteristics of network public opinions, and issues evidenceanalysis combining with the current network hot spots, focus events on thecharacteristics of network public opinion. Secondly, proceed from the perspective ofpublic management and psychology, and according to the freedom, the virtualizationand the openness of internet. The challenges are existed in the government in dealingwith the network public opinion, such as: the capacity of the government’s publicrelations is weak, there exist some misunderstandings about the network public opinionand extreme behaviors, governance capability is low, lack of consciousness ininformation management, and the ability of crisis management is not strong, continuousexpansion of demands and the limited government power, etc.; Finally, the paper putsforward the corresponding strategies in view of the challenges faced by the government,such as: standardizing the role of government in the network public opinion, thoughtstrengthening the government’s ability of good governance and building credibility toreshape the honest government, transparent government image, strengthening andimproving the ability of media of public opinion guide, strengthening communicationand regulation construction of democracy and the rule of law government, from two aspects to improve the government’s crisis management system of crisis managementand information management, in order to improve the whole efficiency of networkpublic opinion.
