With the rapid development of the Internet, the number of Internet users is increasing rapidly.The mass of information through the network in the rapid propagation, which will form thenetwork of public opinion, the network public opinion affect society but also on the current ourcountry government management capacity poses a severe test. Facing network public opinionsurging, the local government how to correctly guide has become one of the most important topicsin the current public management research.Network public opinion has distinct characteristics, with the interaction between users, spreadrapidly, the users identity is hidden, they published sources of information with uncertainty, so theinformation through the communication will have a certain deviation. Some network publicopinion through Internet speculation constantly upgrade amplification of alienation, into a nationaland even international political events, thus affecting the social harmony and stability.However, some local government’s management ability still lags behind the requirements ofthe Internet era, public awareness is not strong, coping ability is not high, often blocking or blockedby way of sensitive issues to deal with sudden, improper lead continuous deterioration. Therefore,the party and the government should fully understand the network of public opinion influence, bearwith the guide of Internet public opinion and political responsibility. In this paper, through theanalysis of foreign experience in guiding network public opinion, to explore the effective methodof network public opinion guide: one is to establish a public opinion guidance team; two to train anumber of "opinion leaders"; three to establish a perfect network spokesman system; four tostrengthen the monitoring of network public opinion and early warning mechanism; to strengthenthe construction of mainstream network media.
