Tuition Management is an important part of university financial work. Forprivate universities,it has significant influence of survival and development.Financial management of the Hunan International Economics University has tocomply with the requirements of government,and also to meet the needs of thestrict constraints of the Laureate Group Financial Management. Tuitionmanagement is relatively unique and complex,and it has high demands forpreciseness and timeliness. To develop a set of tuition management system hasa practical significant value. The system satisfies not only the domesticuniversity financial policies but also the strict,efficient financial rulesof the international education group.This article discusses the research situation and development trend ofChinese college tuition management system,and introduces the research ideas,main functions and various development stages of international privateuniversity’s tuition management system according to the needs of theuniversity’s tuition management.The system uses interactive and batch combination of three-tier C/Sstructure. The program consists of seven sub-systems, database sectionincluding16data tables,and7accounts table of each school year.This system has the following main functions:①data input: be able torecord a variety of student payment information,to achieve payment,refund,decrease/waive,or delay payment and transaction processing in the sameinterface,to print batch receipts in real time and afterwards through auser-defined formats,to handle payment,refund process through the office of tuition management or banks;②data query: access to all payment informationof anytime in single or in batch with user-specified conditions;③statisticalreports: to specify students’ payment information of anytime through1-3user-defined grouping conditions based on total of13;to print summary tablesaccording to user-defined content,format,scope;to extract relational data,generated real-time summary tables according to the Laureate Group’s financialrequirements;and to be able to export statistic reports at any time fromuser-specified contents and forms;④charges auxiliary: be able to generatevarious itemized detail lists of student payment information according touser-specified conditions for the relevant departments;⑤data interface: beable to export specified data in the system according to user-specifiedconditions,contents and formulations as well as to import data from theuniversity student employee system,logistics system,and bank data;⑥systemand data security: be able to backup and recovery data from the privilegedoperator specified storage location;to select prior time point packets bysystem administrators to backup and recovery data;operator privileges can begranted,retrieved or modified by the system administrator dynamically;dangerous operations require permission with the implementation of the warningbeforehand;to determine if the program file is infected with virus and canautomatically restore to pre-infection state;⑦accounts maintenance:accumulated account and accounts with unpaid bills are automatically managedby the system. Other accounts in each academic school year can the maintainedmanually. The automatic maintenance can automatically maintain the integrity,consistency of the accounts data. It can also establish the basic accounts inthe next school year,in accordance with the manner specified by the operator.Further,it maintains the account data by using the connection of the variousaccounts and content defined by the operator;⑧system maintenance: using thetitles for fees defined by the system administrator,priority,and thepreservation of the basic data table content,dynamic definition of a server or workstation version to create,cancel,and destroy the local server,maintainthe system data table structure,upgrade the system version,and define reportformats and content;it also can automatically update the system file;⑨man-machine interface: There are brief prompts that allow operators to openand close the operation at any time;operation can be done via the full keyboardor mouse or keyboard and mouse hybrid mode of operation. The operation of theinterface is consistent with the existing system as much as possible.The system has been delivered to users,and significantly improved theefficiency and quality of user tuition management. It has achieved the desiredobjectives.
