With the continual expansion of university enrollment, the scale of school is also constantly expanding, including the area of campus, the number of specialty and the quantity of students, and it is a big burden for managing college fee. Facing with such a large number and high requested fees, the traditional human-based management model had been past it. Today, we had entered the information age. The automated and informational technology had become main trend, and the efficiency and security features make it quickly develop. The main content of this paper is to use modern information technology tools to manage university tuition, and improve it’s efficiency and safety.The paper had researched and analyzed a great of relevant information, then we decided to develop the university charge system to achieve the management and statistics. Firstly, we made a need analysis for the system. Secondly, we took systematic design and detailed design for the whole university charge, including the features, modules, security and database. Then, we coded of the system, and used the Java, JSP, Hibernate, Struts, SQL Server to achieve the B/S(Browser/Server)mode. We used the ET99-type USB-KEY to encrypt. It highly improved the security. The ET99-type USB-KEY encryption support HAMC-MD5 encryption algorithm, with eight 32’s keys, and has the compatibility of each system. It also supports the mainstream systems, for example windows, Linux and MACOS. Once you had tried more than the special times, it would lock function to prevent brute force. Finally, we had tested the system to ensure the robustness. By the verification, the system can improve the efficiency and security of the management of college tuition.
