Setting up a reasonable and scientific emergency proceeding system is necessary and urgent since security events have terrible impact to people's life, safety and production; also bring bad society influence. This process requests for high familiarization to the environment, rescue supplies details and emergency plan, so the conventional management with card, paper, manual even ordinary computer won't satisfy it any more.GIS (Geographic Information System) is a system based on geographic information technology combined with computer software/hardware, internet technology and communication technology, thanks to it's outstanding behavior on dealing with geographic data input, storage, query, search, process, analysis, display, update and et cetera, it is suitable to be applied in emergency rescue and will help the work more visual and quick. This paper designed and realized a system dealing with emergency events to guide rescue work.GIS basic knowledge is expanded as well as emergency rescue progress in domestic and international to confirm necessity and practicability of realizing an emergency event management system. Based on the analysis, details of design on the system including data table design, function analysis, process realization description.The process is wrote and running under Windows system, ArcGIS Engine as basic GIS software platform, Oracle 10g for database processing system, using Microsoft Visual C#.Net as the programming environment to realize interface and business logic processing. An emergency event management system has been designed, which makes the GIS as the core function and can manage emergency plan, emergency command control or history events. The system can help emergency department and people conduct their work more easily and quickly.
