With the development of economy in China in recent years, the production safety accident frequency, serious threatening the lives and property of the people. Emergency Rescue Command System Based on G1S(Geographic Information System) is a set of spatial attribute data storage, production enterprise emergency plan management, spatial analysis and calculation of area for system. It can be used for production safety accidents and emergency rescue provide relevant information, and take the best means, through the best route to get to the scene of the accident rescue, reduce accident loss.Thesis research and implementation of Web GIS based Emergency Rescue Accident Information System. In this paper, WebGIS of the structural model, structure and realize the main technology, such as CGI, the technology of ActiveX , the server application program interface (Server API), Plug-in and Java. The establishment accident emergency recovery service model, elaborated the comprehensive information which the accident emergency recovery flow and the emergency recovery need.This system's design method for the object-oriented pattern, through the B/S pattern system construction, utilizes two kind of data saves together in the relational data way, and draws support from WebGlS, technologies and so on Web Service, realizes a distributional safety in production accident emergency recovery platform.
