With the rapid economic development and the production units of property rights, business model diversification, the increasing complexity of safety, and sharp increase in the production data, making the work safety in China is facing greater challenges. In this case, when the dynamic control of production safety and improve production safety supervision and management level and efficiency of information and comprehensive information to promote construction safety is imperative.Information technology of safety is a basic task to improve the safety level and the basis of proper guidance for safety work, and it is the fundamental guarantee to achieve safe production supervision and management of the business fast, accurate, and efficient operation.This thesis meet the requirements of relevant national laws and regulations, combined with production safety supervision and management of Jinshan District of Shanghai to the practical needs. Safe production supervision and management of emergency rescue system of Shanghai Jinshan District is designed. The system will help the departments implement the responsibility system for safety supervision, achieve the evaluation of responsibility for security daily, dynamic and automation. It will help improve the value of safety informations and improve the effectiveness of consolidated supervision, provide more comprehensive, more complete safety informations for the consolidated supervision of production safety. The construction of emergency rescue system can enhance the handling capacity of major industrial accidents. Once a major incident occurs, the method of emergency treatment and measures based on pre-established response quickly. The system can minimize accident hazards, reduce the consequences of the accident to life, property and environmental risks.
