Since the human society, Social justice is the highest ideal of mankind has been pursuing and struggling. Education is a social activity, which will directly affect the fairness of social justice. But the higher education fair is fair education in the field of higher education, which includes the beginning fair, process fair and equal results, including a fair starting point refers to the equalization of opportunities for higher education. since1978, in ethnic minority regions of Western China’s higher education has achieved the results attract people’s attention. However, in recent years, with the pace of the popularization of higher education in China intensified, equity issues in the field of higher education attracted the attention of many people, especially the research on the issue of fairness in Higher Education in ethnic minority regions of Western China. However, in recent years, with the pace of the popularization of higher education in China intensified, equity issues in the field of higher education attracted the attention of many people, especially the research on the issue of fairness in Higher Education in ethnic minority regions of Western China.In this paper, taking Gannan Tibetan Autonomous Prefecture, as the research object, with the popularization of higher education as the research background, using literature method, interview method, questionnaire survey method, starting from the present situation of equal opportunity of the higher education enrollment in the state of Gannan, to improve the equal opportunity of the higher education enrollment of Gannan state route.This paper is divided into five parts. The first part is the introduction, on account of the origin, significance, domestic and foreign research status and research ideas, methods. In the second part of the Gannan state education as the main content, through to the Gannan state survey and the national education development situation, summarize the relationship between the development of higher education and regional. The third part, from the basic situation of equal opportunity of the higher education enrollment in the state of Gannan as the starting point, designed the "equal opportunity of the higher education enrollment situation Gannan survey questionnaire", to the real investigation and study in Gannan, the only universities--Gansu National Normal University as the object of study, summed up the equal opportunity of access to higher education in the state of Gannan issues。The fourth part, combined with a questionnaire survey and interviews, the factors affecting the equal opportunity of the higher education enrollment in the state of Gannan. The fifth part, the factors affecting the equal opportunity of the higher education enrollment in the state of Gannan, combined with the actual situation of Gannan, puts forward some promoting equal opportunity of the higher education enrollment Gannan measures in theory.
