With the development of the times, the growing demand for high-tech talent, which is the development of vocational and technical college opportunities. How to improve the management level, personnel training, provision of social services; How to keep running in vocational colleges features, ensure the quality of teaching; how to attract qualified people, to strengthen the construction of teachers, the problem is related to the key problems of vocational college life. To solve the problems of developments, it is necessary to improve human resource management, and performance management is the key. Establish a scientific and efficient performance management system, for improving the level of school administration, faculty and stability and promoting teachers, attract talent and other aspects will play an important role.This paper is divided into five parts. The first part introduces the topics of this background, the significance of research ideas and the overall structure of the main methods and papers. The second part is the literature review. From the performance management concepts, features start to clarify the performance management and performance appraisal links and differences details of the performance appraisal methods; describes the course of development of the theory of management by objectives and the use of research among university management. In the third part of comprehensive analysis on the NY vocational college development and the present situation of the performance management, and there have some problems in the NY vocational college in performance management. The fourth part is the focus of the paper, and put forward the solutions of this problems and ideas. First, the proposed College of NY performance of the system re-design principles to be followed. Secondly, the analysis of the performance management system re-design to meet the preconditions. Finally, the performance management system and then build the four stages of the five steps of the NY College of the performance management system for the reconstruction work, the use of the Balanced Scorecard management by objectives and key performance indicators method, the design of performance evaluation indicators, the implementation of the departmental assessment indicators and indicators of individual assessment; use360-degree performance appraisal method of performance appraisal, and strive to build a fair, just and open performance appraisal environment. Part V is the conclusion of full paper; put forward the inadequacies of the paper, the focus of future research.
