ABSTRACT:Professional Higher Education in China witnesses a great-leap-forward development from nothing. Now,It faces transformations from quantity to quality, which focus more on inner-quality and social benefits. How to build a high quality teaching team with distinguish feature, rational structure, both extensive and professional, and composing by reasonable relatively fixed number of teachers in it is crucial to whether a professional higher college can be expanding, improving, and outstanding. Besides, this will be the first and foremost target for China's professional higher education in a quite long time.This paper starts with theories like Performance Appraisal, The Balance Score Card, and Canagement by Objectives. On the basis of an analysis of specialties of professional higher education, it gives a detailed explanation about the rationality and necessity of its performance assessment, and sums up the major causes of current problems.The paper takes a professional higher school as an example, after a thorough analysis of its current performance appraisal, forming a questionaire including the balance score card and measure indexes. This questionaire then will be distributed to teachers in this experimental school. The ultimate purpose of this paper is to build a four-dimension system of performance appraisal with seventeen second-level appraising indexes to analyse characteristics and problems in current teacher's performance appraisal management. Together with The Analytic Hierarchy Process to measure those indexes, it brings up a management concept in the line with the balanced score card, which has profound meaning to the development of management of professional higher school teachers.
