The twenty-first century is the era of knowledge economy. As a training and transmission of high-level innovative talents of the center, and social sustainable development of the most important knowledge and talent of the radiation sources which permeates every aspect of the knowledge economy, college has become a knowledge economy based on the formation and development and motivation. The development of university education requires not only good conditions, but also the best teachers. As a social trend, internationalization and popularization of higher education will undoubtedly have a profound impact on the survival and development of various types of higher education in China. How to reform the university system positively, strengthen. human resource management, improve performance management, and to improve teacher quality and enhance our competitiveness and overall strength, is, thus, the focal point and difficulty of the current university personnel system reform.Balanced Scorecard is an effective performance management tool. Since Kaplan et al in1992published his first paper on the Balanced Scorecard; Balanced Scorecard has become the world’s most influential strategic management tool after years of development. The organizational strategy-oriented Balanced Scorecard can find the key success factors which drive strategic success, establish a close causal link with the index system to measure the status of implementation of the strategy, and take the necessary modifications to maintain the continued success of the strategy. Balanced Scorecard tool has been able to apply in colleges and universities, just because it can meet the various demands of college. Because of not only compensating for the lack of traditional performance evaluation, but also implementing the strategic management of university teachers and the effective incentive for teachers, Balanced Scorecard Has a unique advantage when applying to the practice of university teachers performance management.This paper mainly discussed the college management system reform from different angles by transplanting the successful models of Balanced Scorecard in enterprise to such a special organization——H college. Furthermore, based on the practical college situation, we work out four dimensionality——finance, student and stakeholder, internal business process, study and growth, which suits independent school. Finally, though study on Balanced Scorecard and evaluation index system by using analytic hierarchy process (AHP); we draw up an evaluation index system suitable to higher education application.
