While the information made the world step into an age features knowledge-innovation and rapid high-tech industries, the talent competition is particularly fierce. As the cradle of knowledge innovation, the Colleges' and universities' education quality determines the quality of talent, and talent of their own colleges and universities, in turn, affect the quality of the quality of higher education. Thus the construction of high-quality teachers is particularly important. As a result, major colleges and universities are actively looking for new ideas to reform and fully mobilize the enthusiasm of teachers. The concept of performance management in the enterprise applications have been popular, and have achieved good results. Then the introduction of performance management philosophy into colleges and universities to promote the development of teaching profession becomes a new attempt.The performance management policy which is aiming at the limitations in teachers' performance evaluation is catching more and more researchers' and school administrators' attention. Some researchers began to engage in performance management of teachers, school administrators and some teachers try to implement a performance management method. Whether in theory or in practice, however, the current teacher performance management is still confined to the level of teacher performance evaluation. Most of its theory and practice is the main implication of teachers in the performance evaluation of the theory and practice. It is mainly to evaluate the performance of teachers in the form of the theory and practice, not from the teacher performance evaluation separated form their own independent theory and practice. The further development of the Teacher performance management theory, in order to make up for teacher performance evaluation of the limitations and shortcomings, strengthen the management and communication between teachers, improve teacher performance provides a good basis for the theory and practice, so the formation of an independent teacher performance management system, And further research, will help achieve the overall objective of the university.This article will try to introduce the theory of Business Performance Management of teachers to colleges and universities in performance management, in particular the introduction of a KPI (Key Performance Indicators) and BSC (Balanced Score Card), combining the characteristics of their own colleges and universities to explore the construction of a suitable Dalian University of the development of teacher performance management system with a view to university teachers for performance management to provide some reference and learn from. The article is divided into six parts. The first part of the research papers is on the significance of the ideas and its methods; second part describes the basic theory of performance management and performance management of college teachers uniqueness; the third part is of the analysis in Dalian University teacher performance management; fourth part of the paper focus on the construction of Dalian University Performance Management System; the fifth part is about the difficulties and the solution of the performance management system; the sixth gives a whole sum up.
