The independent colleges in China are the newly emerging forces generated under the precondition of popularization of higher education and relatively insufficient high quality resources of higher education. Through the development over 10 years, the independent colleges have become an important part of the higher education in China and played an active role in expanding the scale of higher education and cultivate the application-oriented talents. With the rise of requirements on higher education quality and the decrease of the source of students, the independent colleges will be confronted with the sincere market competition.The research focuses on how to use the Balanced Score card to improve the performance management in independent college . from the organizational Perspective. This thesis firstly points out the common problems in performance management in the independent colleges and introduces a new performance management tool, namely the Balance Score Card. Secondly, based on an analysis of the characteristics of the independent colleges and the Balanced Score Card, it discusses the feasibility of implementing the Balanced Score Card in independent colleges. Finally, with the case study of Z College, it designs the Balanced Score Card at three levels including college, department and individual. It focuses on various dimensions and the design of performance indicators。In the designing process of the Balanced Scorecard, by utilizing the SWOT model, the thesis analyses and identifies the college's development strategy; by the use of strategy maps, it discusses the logical relationship between the indicators and various dimensions. In order to design scientific, targeted learning and growth dimension of performance indicators, the writer of this thesis specifically designed a questionnaire, and statistically analyzed the survey results by using SPSS16.0. Through study, it holds: it is feasible to apply the Balanced Score Card to the performance management of the independent colleges and it can provide the powerful support to the strategic implementation and performance management of the independent colleges. In application of the Balanced Score Card in the independent colleges, they shall not be limited to the design of dimensions and indexes of the Balanced Score Card in the profit organization and it is key to make use of its concepts and principles of balance.
