The promulgation of outline of the national program for medium and long-term education reform and development(2010-2020)has promoted the reform and perfect of our country's university system.Performance management as one of the important works in the colleges and universities did not get enough attention and failed to effectively play the role of performance management.The Balanced Scorecard Card was developed by Robert Kaplan and David Norton.In the colleges and universities where BSC has been applied,some of them have not deeply understood the essence of BSC,which makes the evaluation results lack of impartiality.It has certain necessity and feasibility for the research of colleges and universities based on BSC.The research of BSC in foreign countries is better than that in China.The paper is based on BSC theory and analyzes the problems existing in the current performance management in order to improve and optimize the whole performance management system.The author presents several methods of performance managements,states the advantages and disadvantages of each method,explains the reason why the author chooses it.Then the author uses SWOT to analyze the internal and external environment that A University is faced and dissects the development strategy of A University from four dimensions which conclude finance,customer,internal process,and learning and growth.Each dimension in the paper is divided into several indicators and the index system of BSC is initially set for A University.The author adopts expert scoring method and tries to develop more efficient performance management system to transform the strategic objectives into a series of performance measurement standards,hoping to help A University to improve the performance management and competitiveness.This paper uses Balanced Score Card as a theoretical tool and takes A University as an example.The research overcomes the obstacles of the former performance management and redesigns the management system which focus on four dimensions and multiple indicators in order to provide a basis for A University to conduct the development strategy effectively.Meanwhile,this paper can be a reference for other universities which establish performance management system based on BSC.
