With the development of Economics and Society, the proper right for people to get basic Medical and health services has gradually been highly valued over the world. For recent years, to achieve the equalization of basic Medical and health services among the people is a significant policy in China.The equalization problem is not solely related to the healthy condition of the citizens, but also produces a series of social problems disturbing harmony of society. In the past two years, the gap between urban and rural basic medical services is increasingly evident. In rural places, it’s uneasy for ordinary people to enjoy the right of the medical treatment. The high fee of medical care leads the patients and their relatives to be poorer. The above phenomena have attracted extensive attention of the whole society. Government has put its emphasis on the goal that allowing all citizens enjoying their rights of medical care.Although, scholars from home and abroad have made some attempts on revealing the equalization of basic medical and health services between urban places and rural places, the research results still seem neither mature nor comprehensive. They have not explain what is the scope of the equalization of basic medical and health services and what is the specific indicators to measure the equalization of basic medical and health services. Therefore, on the basis of the existing researches at home and abroad, this thesis adopts the popular statistical analysis method and tries to build the system of indicators to measure the equalization of basic medical and health services. The writer aims at improving the basic theory of the equalization of urban-rural public service as well as providing certain effective suggestions on complementing the medical care reform and the equalization of basic medical and health services in this thesis.
