| Twelfth-Five’s Plan of Basic Public Service In China which was unveiled by State Council in detail discussed the range and tasks of basic medical and health service and the goals of equalization in basic medical and health service, so that equalization in basic medical and health service in urban and rural areas became the key point of all level governments. This paper want to know the questions and causes of non-equalization in basic medical and health service in urban and rural areas of Shenyang by researching on the Current Situation, so as to offer plans for the implementation of the equalization in basic medical and health service in urban and rural areas of Shenyang. In order to make a comparison of the difference of capacity and level in basic medical and health service among 13 counties in Shenyang, in this paper, Shenyang was divided into three parts which were central city zone, suburbs and rural area according to administrative division and the population of every industries in Shenyang. The data which was gained by many methods will be calculated by statistical methods and Theil index after the indicators was ensured. The digital which was got could show the difference among 13 counties in Shenyang and compared with the whole country. Then using three-circle model to analyze the causes of non-equalization in basic medical and health service in urban and rural areas of Shenyang so as to put forward measures base of country’s macro policies and Shenyang’s actual situation.In a word, the paper hope to provide scientific and feasible measures for equalization in basic medical and health service in urban and rural areas of Shenyang. |
