Research objectives:First,we define connotation of equalization of basic medical and health service between urban and rural areas and conclude its stage.On the basis of that,we build theoretical models and research assessment indicator of equalization of basic medical and health service between urban and rural areas. Finally, indicators are verificated by the empirical in order to improve furtherly and corresponding recommendations for the promotion of equalization of basic medical and health service between urban and rural areas are provided.Research contents and methods:(1)Connotation and the stage of equalization of basic medical and health service between urban and rural areas are defined and analyzed according to literature research, logical inference and expert consultation;(2)Theoretical models of basic medical and health service between urban and rural areas is built on the basis of theoretical analysis and specific practice;(3)Indicators’system is established on the basis of theoretical model. In addition, indicators are corrected and weights are calculated through seminars and Delphi expert consultation;(4)Reliability, validity, and discrimination of indicators are tested through the Cronbach’s alpha coefficient, factor analysis, cluster analysis from the the empirical data;(5)Coefficient of variation,t-test,health resources sharing by geography combined with the Gini coefficient methods are used to the empirical evaluation of equalization of basic medical and health service between urban and rural areas.Research results:(1)Connotation of equalization of basic medical and health service between urban and rural areas is defined and we conclud that the country is in the primary stages of equalization, Hangzhou is in the intermediate stage relatively;(2)Theoretical models of basic medical and health service between urban and rural areas is built;(3)Indicators’system which supported by opportunity, process and result is formatted and weights are calculated. Indicators contain three first-level indicators, seven second-level indicators and27third-level indicators;(4)The Cronbach’s alpha coefficient is0.867,which indicate that the indicator has good reliability;factor analysis extracted three common factors,the cumulative contribution rate is87.258%and the result of the analysis is consistent with the pre-designed indicators,all of which reflect the indicator has good construct validity; clustering analysis clusters the empirical region into four groups, indicating that the index a better distinction;(5)According to empirical evaluation of Hangzhou, in crosswise,t-test shows p<0.05,which indicate there is a certain degree of inequality of basic medical and health service between urban and rural areas.From longitudinal view,coefficient of variation present downward trend from2006-2010,which indicate degree of overall inequality declined. Gini coefficient of per capita practicing (assistant) doctors based on population distribution is less than than geography and both them increased from2006to2010.Otherwise,Gini coefficient within the urban is greater than in rural areas on population distribution. Meantime, Gini coefficient within the rural inequality is greater than in urban areas.Research conclusions:(1)The structure and contents of theoretical model of assessment indicator of equalization of basic medical and health service between urban and rural areas is reasonable;(2) Assessment indicators and weights are scientific because they are determined by ongoing seminar and Delphi expert consultation.The results is reliable and reasonable.In addition,the empirical shows that indicator has good reliability,validity and differentiation and result of evaluation is in line with the practice;(3)Equalization are evaluated by statistics and Gini coefficient from different perspective, which is comprehensive relatively;(4)Equalization of basic medical and health service between urban and rural areas are impacted by multiple factors such as political, economic, social and environmental. So the method should also improve with time and deepen the exploration continuously.
