In recent years, the gap of basic medical and health services between urban and rural becomes more and more evident.The problem of "difficulty and expensive in Seeing a doctor " and the phenomenon of "causing and returning to poverty due to illness" have raised concerns by the community. The non-equalization of basic medical and health servicess not only impact the health condition of citizens,but also cause a series of social problems in chain. Achieve the equalization of basic medical and health servicess between rural and urban, so that "enjoy the basic medical and health servicess for all" has become the focus of the government in next phase.With the concern by the government, some domestic scholars have made some very good try on the research on the basic medical and health services, but the whole research is not mature, comprehensive and thorough. Based on this, we want to systematically study the Equalization of the basic medical and health services between urban and rural areas, in order to provide the scientific countermeasures for the equalization on the basic medical and health services. First of all, from a different point of view,this paper elaborates the theoretical basis of the equalization on basic medical and health services.And try to establish an index system for the equalization on basic medical and health services.Secondly, use the detailed data, vivid graphics to describe the status quo for the equalization on basic medical and health services between urban and rural areas. On this basis, with the popular methods of statistical analysis, utilize the Theil index and Gini coefficient to calculate the current situation for the basic medical and health services between urban and rural areas. Thirdly, study the international experience on the equalization for the basic medical and health servicess, and sum up the mature health services system and advanced experience,thus give our enlightenment for the equalization development. Finally, based on the above analysis, propose some countermeasures and suggestions for the equalization on basic medical and health servicess between urban and rural areas.Through the above research, this paper obtains the following conclusions: according to the level of economic development and the country's financial to define the basic medical and health servicess dynamically in China; pursue the principle of "Fair priority and balance between efficiency", underline the leading role on the basic medical and health servicess for the government, and at the same time, in order to prevent inefficient, the market mechanisms should be pulled in, so that government, society, individuals work together to promote the development of the equalization on basic medical and health servicess; the gap between urban and rural areas is the primary factor of the total gap for the medical and health resources equality and health spending equality,which the contribution was maintained above 60%, what's more, in recent years,the gap was gradually reduced within the rural interior, while the gap within the cities and towns was widened; strengthening the public finance system, co-ordination development between urban and rural areas and improving the medical security system are the effective means to promote the equalization on basic medical and health servicess between urban and rural areas.
