Medical and health problems have been highly concerned and extensivediscussed by the world’s peoples, China is no exception. Along with modern Chinasociety keeps moving forward, the pace of urban and rural medical and health serviceshas caused widely concern by public. Now, this problem has seriously hindered ourcountry and integration process. How can we meet the grow demand for medical andhealth, how broad masses to provide satisfactory and appropriate medical services?This is a major problem that current medical and health practice and research needs toanswer. So, this article studied the path of equalization on urban and rural areas basichealth and medical service.This paper used theory research, sociological analysis such as questionnaires andinterviews and some statistical analysis like correlation analysis and regressionanalysis, the author made an deep analysis about the policies and its actual operatingconditions of the basic medical health services system for urban and rural areas, thenfind out all its manifestations and underlying reasons about the problems of system.Learnt the basic practices and attempt from the basic medical health services forurban and rural areas at home and abroad, the author constructs the theoretical modelof the basic medical insurance system for urban and rural. And finally, the authorpoints out some countermeasures to improve the integrated of urban and rural areasbasic medical health services.The main part of the thesis is divided into seven chapter: the first chapter,clearing meaning and purpose of the study, putting in order the study status, giving thebasic method and ideas; second chapter, defining and analyzing the basic conceptsinvolved, on the basis of the Social Equity Theory, the Urban-Rural Dual Structure Theory and other related theories in the study;The third chapter, reviewing and analyzing the current system of social healthservices, From the history medical and health policy investigated, find out the marginand question between the city and country; Make use of statistical analysis and theindex of Taier to calculate the disparities and problems between city and country.Then analyze reason of above-mentioned question. Chapter IV, study Songjiangdistrict as case analysis; we used the method of questionnaire and interview todiscussion and analysis concretely basic medical and health service of urban and rural,the actual question met by local government, and system reform success be subjectedto local-resident satisfied degree, finally made summary of the experience of healthreform.Chapter V, At home and abroad basic practices and beneficial attempt isdeveloped on the basis of the basic medical health services system for urban and ruralareas. The basic way is set up nationally health insurance system for all the citizens,and explicit the gradually reform path of―three steps"and"3walk".Chapter VI, Beginwith unified arrangement of the basic medical and health resource and invest.enhance the capability that grass-roots medical and health serves, particularly putforth effort perfect rural basic medical and health service, alleviate the lack ofprofessional person of foundation medical and health institutions, integrations,propose some suggestion that have certain rationality and maneuverability.
