The Research On The Equal Problem Of Urban And Rural Basic Medical And Health Service

Since thirty years of reform and opening up, China’s medical and health serviceshave achieved remarkable achievements. With the rapid economic development,urban-rural integration is processing step by step, people’s life level standard enhancescontinuously, and the board masses of people on medical health expectations is also highincreasing. However, the gap problems of the basic health services in rural and urbanhider the pace of development of China’s medical and health services. The imbalance ofurban and rural basic medical and health services is one of the problems of building anew socialist countryside and building a harmonious society in China. It also brings aseries of social problems while affecting the National Health. Equalization of basic healthservices is a public institutional arrangement based on the principles of fairness andjustice, an inherent requirement of the “people-oriented” concept of scientificdevelopment, also a inevitable choice for promoting social fairness and justice andbuilding a harmonious society. In order to realize the equalization of urban and ruralbasic health services, governments at all levels actively carried out various actions torealize the goal that everyone will have access to basic medical and health service.Based on the original study, beginning with the performance of the imbalance ofurban and rural basic health services, this paper summarizes the gap of the basic medicaland health services in human、material and financial resources. And then, analyze thenon-equalization reasons from urban-rural dual structure、government investment andmedical aspects of security system. Finally, on the basis of absorbing the domestic andforeign typical experience proposes some suggestions for promoting urban rural basicmedical and health services to equal from improving the health care legislation,establishing the government leading multiple health investment mechanism, buildingsustainable development talent guarantee mechanism, constructing reasonable level threemedical health service network.
