Based on the long-standing imbalance in urban and rural with thedevelopment of economic and social, Chinese Communist Party CongressSeventeenth Report clearly stated,"Health is a basic of humancomprehensive development", so government could get to the goal ifeveryone accesses to the basic health service; Eighteen Report stated whatwas a general requirement to improve people’s health, and clarified theobjectives, tasks and policies to conduct the health and medical reform.To further tackle health care reform changes is the direction. Uneven inurban and rural basic medical and health service, which directly causedthe gap of health human capital between urban and rural, thus led to thegap of growing income between urban and rural areas."Twelfth Five-Year"Plan also clearly states that "urban workers and residents to enjoy basicmedical insurance, and rural residents enjoy the new rural cooperativemedical care", which is one of the key "Twelfth Five-Year" period ofbasic public service, and proposed to promote basic public serviceequalization.Basic health care is the first defense line of people’s health essence, the right to survival and protection of citizens’ health is the mostimportant service provided by government and society. Achieveequalization of urban and rural basic medical service, is an importantguarantee for improving comprehensive national physical fitness,especially for the rural population to improve the quality, and enhancethe competitiveness of rural areas so that have an important role inChina’s economic development, but also to solve the problems encounteredin an important breakthrough. Basic medical service as a public good,mainly involving the two main-medical service and the providers whodemand, supply and demand for the medical service is balanced on supplyand demand equilibrium study of this problem for the equalization of basichealth service is important affected.Taking the problem of urban and rural basic medical serviceequalization as the research object, which based on the reference researchscholars define basic medical service, basic medical service equalizationconnotation, and the theory of public goods, the health needs the fulltext of research-based theory of conduct. First, respectively, from thepoint of view of supply and demand status in the three major medicalinsurance system, for urban employees ’ basic medical insurance, medicalinsurance for urban residents and the new rural cooperative medicalinsurance. Second, based on the "Chinese Health Statistics Yearbook","Chinese Statistical Yearbook","Shanghai Statistical Yearbook," andhealth development as well as the Shanghai Statistical Bulletin of China’shealth sector-related data for nearly a decade, from the point of viewof supply and demand economics, the total cost to the health as thestarting point, the cost of supply from the health and health service needstwo aspects of health care cost model design, namely the establishmentof the Shanghai health care costs per capita supply and demand model, theempirical research conducted medical and health resources are allocateduniformity. Third, find Shanghai equalization of basic medical service worth a place in other regions learn to analyze the Shanghai urban andrural basic medical service unequal reasons; finally explore ways andmeans to solve. Aimed at achieving Pareto optimal state of health of urbanand rural basic allocation of resources to meet the basic health serviceand rural masses demand, effectively alleviate the masses "difficult andexpensive" problem, so that the fruits of development become the benefitfor all people, to achieve the goal that everyone can get the basic healthcare.
