Ocean is the source of life, no ocean, no human. For thousands ofyears, human development is enslaved to ocean,but also deeplyinfluences ocean. Today, living space and natural resources of landwhich occupy the global only29%,can not adapt and satisfy theadvance of human civilization and the growth of the population. Allcountries in the world focus their attention on ocean which is ancientbut has not been fully developed. The process of world oceandevelopment shows that if one country wants to become strong andprosperous, it must depend on marine development. China’s marinedevelopment, once made important contribution to the marinedevelopment of the world. But at modern time it falls behind. Since thereform and opening policy, our country has fully attended on marineeconomic development. Marine GDP has risen year by year, and kindsof traditional and rising marine industries have developed rapidly. Butit can’t be denied that we also pay a heavy price to the rapid economicgrowth of marine. The unsustainable develop mode of marine economyof and extensive form destroy the marine source seriously. Marine ecosystem is hanging by a thread. The carrying capacity of marineresource is the limit of natural resources which a country or coastal areadevelop marine economy depends on. Although ocean has stronglyself-repair function, marine resources will exhaust certainly if thedevelopment is beyond long-term limit, then marine economy woulddecline in the future stage.In this background, this research makes a comprehensive objectiveunderstanding to present and future of carrying capacity of marineresource by establishing the evaluation index system evaluation ofcarrying capacity of marine resource, comparing analysis carryingcapacity of marine resource in our country longitudinally andtransversely. This study is hoped to help raise the level of theevaluation of carrying capacity of marine resource in China.Chapter one, introduction, begins from the importance of carryingcapacity of marine resource to sustainable development and the presentexisting problems, briefly introduces background, significance ofcarrying capacity of marine resource in our country. Throughcomparison and analysis related to literature domestic and overseas, weexplicitly understand the latest develop progress and trend the ofcarrying capacity evaluation of marine resource. This thesis is toevaluate the carrying capacity of marine resource mainly, and the method to be used is priority to mathematical statistic method. It ishoped that through longitudinal comparison of carrying capacity ofmarine resources in our country from2003to2008and transversecomparison of carrying capacity of marine resources among11coastalprovinces in2008, people can analyses the carrying capacity of marineresources situation comprehensively, predict development trend ofcarrying capacity of marine resource in the future and the developmentpotential of carrying capacity of marine resources in coastal provinces,and finally put forward the policy proposal to the evaluation of carryingcapacity of marine resource in our country, and make prospects forfuture development.Chapter two is overview of the carrying capacity of marineresources. The distinguishing of carrying capacity of marine resourcesis the difference between resource and marine resource, carryingcapacity and carrying capacity of marine resources. The theoreticalbasis of carrying capacity of marine resource is system theory andsustainable development theory. It also analyzes the connotation andfeatures of carrying capacity of marine resource, and analyzes theinternal relations between exploitation of marine resources anddevelopment of marine economic, marine related employment, andprotection of marine environment. Chapter three unfolds around the evaluation index system ofcarrying capacity of marine resource. Firstly introduces the evaluationindex system as the foundation of the evaluation system of carryingcapacity of marine resource. Secondly according to the six principlesselected from evaluation index of carrying capacity of marine resourceand principal component analysis, the evaluation index system ofcarrying capacity of marine resource is constructed, including3onelevel indexes,7two level indexes, and20three level indexes. Finally itinterprets the major statistical indicators in evaluation index system ofcarrying capacity of marine resource.Chapter four is longitudinal comparison analysis of the carryingcapacity of marine resource in our country. It selects the data from2003to2008, divides evaluation index into efficiency index and cost index,and uses methods of non-dimensionalize linearvariation letting theindex be uniformed. Using combination assigning method(mean-square deviation assigning, AHP assigning, entropy assigning)to weight assignment. Refering to the carrying capacity of landresources, it divides carrying capacity of marine resources into threecategories. Comparing and analyzing the carrying capacity of marineresources from2003to2008, it tries to find out the existing problemsand future develop trend of carrying capacity of marine resource. Chapter five is transverse comparison and analysis of the carryingcapacity of marine resource from11coastal provinces in China in2008.Mainly using clustering analysis method of statistical analysis, itclusters11provinces into3categories, analyzes the characteristics ofcarrying capacity of marine resources of three kinds of coastal cities,and puts forward suggestion of development of carrying capacity ofmarine resources in the future.Chapter six on one hand proposes some policy suggestions of theevaluation work, on the other hand discusses the development of theevaluation of carrying capacity of marine resources.
