With the rapid development of economics and the increasing population,resource shortage has become a big problem we are facing.As we know that water resource is an important material basis for our survival and social development.Due to the damage of natural environment and the influence of human activities,the available freshwater water resource in China has been decreasing year by year,and water resource is scarce.Hebei is a province with much populous and concentration of industry.In recent years,there is a contradiction between water supply and demand in Hebei province.According to the water resources survey,average water resources for per capita in Hebei province are 386 cubic meters and average water resources for per acre of land are 243 cubic meters.Average water resources per capita and per acre of land are lower than the national average 1/8.With the population increasing year by year and the development of agriculture and industry,the water supply in Hebei province is under great pressure.The carrying capacity of water resources can effectively guide the development and use of water resources,and it is particularly necessary to study it for the water resources is scarce.Therefore,the relevant research on the carrying capacity of water resources has become an important research topic of water resources protection.The lack of water resources in Heilong port,Hebei province is particularly prominent.Therefore,based on the existing researchs for the condition of water resources in Hebei province,this paper conducts a targeted study on the water resources carrying capacity in Heilong port,Hebei province,according to the water resources bulletin of Hebei province and other relevant water resources survey datas.This paper comprehensively defines the concepts of carrying capacity,ecological carrying capacity,water resources and water resources carrying capacity,ecological deficit,ecological surplus,water resources ecology and so on.Based on the relevant water resources data of Heilong port,Hebei province from 2005 to 2017,we established the water resources ecological footprint model of Heilong port region.Based on global water resources equilibrium factor,global average water resources yield and yield factor,and further obtained the relevant data of water resources carrying capacity from 2005 to 2017.According to the information of ecological footprint of water resources,we concluded that the local water consumption is much higher than the carrying capacity of water resources,and the ecological deficit of water resources is serious.Finally,for sustainable development of resources and ecological balance,we put forward favorable suggestions for the development and utilization of water resources.We should adjust the traditional agricultural planting structure and encourage the planting of water-saving crops such as sorghum and cotton.These effective measures include improving utilization of agricultural water and popularizing agricultural water-saving equipment.Increasing investment in water conservancy project construction and establishing comprehensive evaluation standard for supply and demand management mechanism about water resources Intensifying efforts to control water pollution,using sewage to convert water.Optimizing industrial layout and improving industrial water use efficiency.
