Research On Regional Information Resource Planning In The Health Field

With the knowledge economy and the deepening of the information networking, information resources is becoming the development of social economy backbone resources, information technology and application also has penetrated to the economic and social each domain, also make the information resources this strategic resources more and more attention. Since the implementation of new medical reform in2009, many cities have been actively exploring the health development reform in our China, which caused lots of construction of regional health information platform projects. Many administrative departments attempted to use the information technology for health information as a breakthrough point. Foreign related experience shows that development in the field of health information resources development and utilization exists many problems, regional health information construction is difficult. However,the regional health information resource planning of our country in current, such as lack of regional health information resource planning, isolated activities in health departments for their own will and information systems, lack of basic business data and exchange standard, which caused information isolated islands and couldn't interconnection and exchanging, seriously restricting the process of regional health information. To solve such problems, we need use the centralized planning and unified design for the construction of health information, gradually improve the utilization rate of health information resource, optimize medical service patterns and processes and ultimately eliminate information isolated islands phenomenon and achieve the medical data and information resources exchange, which was also the purpose of the study on regional health information resources planning theory and methodology.The thesis focused on the exploration of information resource management in industry application. With the refer of methodology information resource management, data management and engineering, information engineering, computerized enterprise development stage theory, information resource planning of Gao fuxian, the paper gained many theory support. Literature metrology in the informatics was also used for the current situation analysis, and deductive reasoning method, comparative and inductive method, graphical representation and simulation empirical method for the comprehensive comparison and analysis. Based on the analysis and induction of application of IRP in different field, the thesis attempted to make some preparations for the application of IRP in the health field and help for the health department to take the construction of regional health information.Based on the analysis of related concept, the thesis used sophisticated information management theory knowledge, and put forward the regional health information resource planning theory system and its concept, features. After it, through content analysis, it summarized the application and method of the theory of information resource planning in different industries in China, furthermore, focused on its evolution of regional health information resource planning. Based on the comparative analysis of traditional planning method, it put forward the method of regional health information resource planning, and then focused on the principle, content, ideas, achievements and safeguard mechanism of regional health information resource planning. Finally, it simulated the empirical study of FoShan city.It can be safe to say that the theory of information resource planning has a good application potential for many industries through the thesis. Except its application in other industries, it also can be well used health and medicine field. Through the evolution analysis of regional health information resource planning, it showed that it was in the right time to make regional health information resource planning. Through the simulation of empirical validation studies, the research was proved to have certain practical significance.
