With the development of the Universal Health Insurance of China, Shishi City has also been following the steps of national policy. Up to 2013, the insured population of basic medical insurance has surpassed more than 65,000. With an increasing number of residents applying for insurance, how to accomplish the administrative work of medical insurance is a crucial problem facing the medical insurance in nowadays society. In order to adapt to the development of medical insurance, simplify the workflow, improve work efficiency, and realize the characteristics of safety, efficiency, convenience and practicability, the informationization and automation technologies should be employed to take the place of traditional manual model.This thesis mainly discussed the development flow of Medical Insurance Administrative System in our city from two aspects of use-case design and investigation. Structurized analytical method was used in the phase of requirements analysis and functional requirements of medical insurance system is described step by step. In terms of functional requirements, we adopted object-oriented approach and describe the functional module of medical insurance system in our city from overall perspective and details. Meanwhile, non-functional module and database were also described and designed to be implemented. Through referring to medical insurance site and looking up massive references and considering the current medical insurance situation in Shishi City, we designed and implemented a dual-system, the front-end system of which bases on B/S mode and the backstage management system of which bases on C/S mode. This raises the management efficiency in our medical insurance center to a large extent and it partly relieves the mounting problems of residents applying for insurances. According to structured method in software engineering, the function realization of medical insurance system is given the prominence. Through WAMP application platform and Think PHD template, we accomplished a professional front-end web with the main functions of Home page introduction, Policies and regulations, Residents medical insurance, Institution setup, Assessment of trends, Article excerption and Message board and a backstage management system with strong and perfect functions of Archives management, Payment management, Accounts management, IC-card Management, Hospital Management, Pharmacy management, Reimbursement management and Settlement management, which ensures the efficient operation of the informatization management of medical insurance.The Medical Insurance Information Management System of Shishi City developed in this project has already been used and the application results suggested that using this system could achieve the expectation of efficiency and safety, and simplify the workflow of medical insurance work. The residents could query the medical insurance information more efficiently and fast by this system. They also can give the feedback of their personal willingness in real time and thus the staffs of medical insurance department could be relieved from the tedious work. So this system changes the transition of workflow to high-efficient and reliable.
