Design And Implementation Of Grassroots Medical And Health Institution’s Information System Of Shanxi Province

Strengthening grassroots medicine and health institution information construction, improving capabilities of implementing medicine and health system reform, pushing forward the comprehensive reform of grassroots medicine and health institutions, and planning the construction of management information system of grassroots medicine and health institutions in Shanxi Province according to the general plan of deepening the medicine and health system reform, the12th Five-Year Plan of health information construction of Ministry of Health and Shanxi Province and National Development and Reform Commission and Ministry of Health’s view on central budgetary investment projects on grassroots medicine and health institution management system.The paper discusses the technological realization of the main functions, including the system design of the database and software design, data exchange and port design of sub-systems, and analyzes main functional requirements of the software and the hardware of the system (especially the management information system module and the encryption module of new rural cooperative medical management information system). Based on the3-level open B/S structure of J2EE, Oracle10g data management and high-performance WebLogic service container, the system realizes feed forward control, interim supervision and afterwards treatment, realizes step-by-step data reporting and flexible expansion, and supports the terminal medium service of radio frequency card, magcard, IC card and medical certificate batch print. Adopting xml encryption transfer and targeted active push technique can ensure the data security and effective prevention of hacker and virus attacks. By adopting the VPN and network segment logical isolation technique of the firewall, designated medical institutions can realize logical isolation of HIS management system and rural medical cooperation compensation terminal, and effectively ensure the security of intranet HIS system.The software has already been applied in the daily work of Shanxi Provincial Health and Family Planning Commission. It can satisfy the requirements of the vast majority of the real work and plays a very important role in standardized management of grassroots medicine and health institutions.
