Nowadays domestic public health care industry suffers resources shortage and squeezed medical environment, this status quo results in people’s negative attitude to hospitals. However, there are few channels for the public to know about their states of health, also to offer accurate health advice timely. To solve the problems above, regional health service platform emerges as the times requires. The platform, which is comprised of three basic service models namely health services, multi-terminal services of healthy guards and health management module. This platform provides health consultation and guidance to the public and intervenes in dangerous factors by carrying out comprehensive monitoring, analysis and assessment to health of physical examination customers or members. The application of cloud computing realizes resource sharing, it contributes greatly to improving current situation of isolated health information resources. At the meantime, the cloud computing provides online software service and hardware renting service, which will reduce the cost of paying for software license and hardware demands of clients, thus cutting down the cost input in hardware facilities. In information security aspect, the cloud computing guarantees the private data of individual and hospital, there is no need to worry about virus invasion and data missing.The paper put forward regional health service platform based-on cloud computing. Systems and devices of medical and health organization are connected by internet or private network, which could reduce cost significantly, and improve the availability of health care resources and give patients more convenience. Above all, author introduced the research background and significance of the subject and summarized the related research and application status at home and abroad. According to analysis of the situation of regional health information construction in China, author summarized some problems existed at present, thus determined to design and develop regional health service platform based-on cloud computing. After introducing of the definition, development, infrastructure and service model of cloud computing, author respectively studied technology of cloud computing, cloud storage and cloud service applied in the platform, and then analyzed the advantages of cloud computing in health care informatization construction. The requirements analysis, design and implementation of regional health service platform were conducted such as the analysis on advantage of cloud-based platform, design for platform architecture, platform functional modules and data exchange interface with HIS system, and code design and implementation, etc. Through effective integration with "Medical Data Exchange and Sharing Engineering", the platform connected medical centers, health care organizations and community health centers by network. Patients can login in the platform by smart phones or personal computers, and enjoy health consultation before inspection and tracking service after it, and still health promotion service, etc., which will effectively improve the health resource utilization efficiency, thus has wide development prospects.
