With the speeding of the national medical reform,China has increased investment in the construction of primary medical and health services.The role of primary health care institutions is becoming more and more important,and it's obvious that information technology will become an important technical support to improve the ability of medical and health services.The construction of medical and health informatization in Sichuan province began in 2005,in which a series of management systems,such as new rural cooperative medical service,community health care,centralized filing and village clinics,have been built.However,with the development of science and technology and the change of actual business,the original system has been unable to meet the requirements of the new situation,which requires that we should develop a system according to the actual situation of the development for Sichuan Province,for the majority of grassroots medical institutions,medical workers at the basic level to provide support to enhance the overall level of service ability.Primary medical and health institutions includes township hospitals,community health service centers,community health service stations and village clinics,which are of large numbers and wide geographic distribution,the system software and hardware maintenance capability is relatively weak,Therefore,the information system determines the use of B/S structure,and the information system is centrally deployed in the city or county level two centers,primary medical staff only need to log through browser to access to business.Based on the reality of basic medical and health information construction,this article has made profound study and analysis of the domestic and foreign development in this field,especially the problems encountered by the primary medical institutions in carrying out information work in China,and expounds the basic functions and requirements of primary medical and health information service in our province.Based on the residents' health records and basic medical services set as the main line,the design of public health management,outpatient and inpatient management,medical management,warehouse management,audit management function module to carry out service around the main line.This system uses Visual Studio 2013 platform,C#development language,Oracle database as the development technology and tools,and uses virtualization technology in the county data center,which not only improves theefficiency of hardware use,saves the cost,but also makes the expansion of the system platform easier.Based on the actual work environment and business process of primary medical and health institutions,with friendly interface,convenient operation,the system has achieved the integration usage including basic medical services,a health care,drug distribution,charging and accounting,rational drug use and automatic generated of home page of medical record.
