At present, network video monitor system is used widely in many fields. So designing and developing a kind of network video monitor system that has high performance and price ratio has great significance and fine application prospect. This paper designed a new kind of embedded network video monitor system based on MPEG-4 through careful research of some kinds of video monitor system.This paper firstly narrates the progress of video monitor system, and then discusses the whole structure of the system and the choosing of the scheme. After this, we discuss the design of the hardware circuit of the system, including circuit of video-sampling, circuit of compressing and encoding, the mainly-control circuit and the Ethernet circuit. The part of software mainly discusses the immigration of U-Boot, Linux OS and the developing of the drivers of IME6400 and the application program that used to transmit the network video streams. Next we test the system, firstly we test the separate parts of the system, including the digital camera, the module of Ethernet and the module of compressing, and then we test the whole system. The result shows that the Ethernet module can transmit the data correctly, and the video obtained by the system is rather clear, and the real-time class is rather good. At last, we evaluate the system by compressing ratio and peak signal and noise ratio.
