With the constant development of the network and multimedia technologies, the network video monitor system technology has been more mature. And network-based video monitor system has been widely used. Network video monitor system, embodying the multimedia technology, remote network transmission technology, pan-tilt control system and many aspects of the latest technology, provides users with high-quality images and convenient fast way of monitoring. MPEG-4 is a newly mature and highly efficient video compression standard. Its compression standard is more efficient than it has ever been, and this characteristic is well suited to network transmission. It is able to provide users with high-definition video images by using this video coding standard.The paper firstly introduces the video coding standard—MPEG-4 encoding, after then, I elaborate the application of wavelet transform in the wavelet texture theory of MPEG-4. On the basis of the study of MPEG-4 video coding technology, according to the realistic needs of network video monitor system, I proceed to design and finally accomplish this network video monitor system. In this system, some basic monitor functions are completed, such as video image acquisition, real-time network transmission, pan-tilt control system, video detection in software, visual stream playback system and so on. The paper describes the application of the multithreading technology in video capture in detail. And the paper focuses on the research of real-time transmission technology and its realization in the network. By analyzing the character and principle of DirectShow technology, I design a visual stream playback system.The software of this system uses C/S communication pattern over IP. This software is completed through Visual C++ 6.0 under Windows2000 platform and is tested. The system achieves the expected result.
