Providing people intuitionistic, convenient and abundant information, Video Monitor systems have been widely used in production management, ensuring public security and so on. They have also become an important measure of security monitor on finance, traffic, business, electric power, police, the CIQ, national defense, community, etc. With the rapid development of Internet and monitoring technology, nowadays, there are more and more people that focus on video monitor on Internet and it have also become a mainly development trend of monitoring technology.But a mass of video data and finite network bandwidth limit video monitor's application on Internet all the time. In video monitor on Internet, what we must solve, firstly, is compressing and real-time transport of video data.MPEG-4 is an ISO/IEC standard of encoding and decoding on video stream. RTP is the real-time transport protocol. They provide the method we solve those problems. These two protocols have been put for some years up to the present. Many domestic and international organizations have made deep researching, but the report of the products based on them is still few.The first part of this paper analyzes detailedly Video Monitor's developing process, situation at present and its developing trend in future, and then introduce briefly the main task and significance of my research. In Chapter 2, the paper introduces in detail the solution of this theme and compares it with traditional Video Monitor solution, and then describes advantage and disadvantage and technique difficulty in this solution. In the following Chapter 3 and Chapter 4, the author introduces MPEG-4 and RTP respectively and explains the key technique in them. In Chapter 5, this paper introduces the design of Video Monitor system's transport software based on RTP.In Chapter 6, this paper introduces the design of client machine, and at the same time, introduces the result of experimentation and the simple analyzing of it.At last, this paper summarized researching I have done and pointed out the emphases in the future researching work.
