Along with the continuous development of the network technique and the high performance processors, a new generation video monitoring system emerges on the stage. It shows the characteristic of exploiting server to effectively compress the simulative data directly, delivering the video picture and the control signals with streaming format to the network connecting end. The users get the video and audio data by the client software or the Internet Explorer in real-time.With the popularity of network video monitoring system, large volume of video data conflicts with limited network bandwidth, at the same time, requirement on the quality of the monitoring picture is higher and higher. The network video monitoring system in this thesis is guarantee picture quality at client end while raising video stream compression ratio. MPEG-4 standard which is the same with switching information in lower network bandwidth, realizes the transmission of CIF and D1, and can choose video stream format according to the client's need. Image manage module of Client which distills edges in the receive picture and smoothes them, can enhance details of picture to make it more agreeable to human eyes and machine recognition system.The system, designed and implemented independently, has passed stability test and function test. Moreover, as a product, it is highly popular on the contemporary market. The project provided in this thesis and its implement is of remarkable value to the further development of network video monitoring system.
