Because of the convenience of the computer technology, more and more users have been involving in the computer applications along with the mature of the computer science and the development of the network environment. Meanwhile, with the arrival of the era of 3G, more and more users need improved communication network. Moreover, the increasing complexity of the mobile communications business processing and resource management will lead the difficulty of mobile companies' central management of all network resources. Therefore, how to more efficiently manage the internal information resources of a company, how to more fully share real-time data, and how to more reasonably track the task distribution of the company processes are the three key points to improve the market competitiveness of an enterprise. So the research and development of a unified resource information and work schedule customizing management platform is an important subject which relates to the high efficiency and high quality of the mobile communication development in the future.Based on the fully understand of the requirement for mobile communication network information management, an engineering materials management system is proposed and implemented. The system is a management-oriented integrated system which collects, transmits, stores and processes company resource information in order to share data with multi-users and to directly supply services for grass roots and management departments. According to the requirements analysis and design partitioning, the system is implemented using C#, .NET framework, VS2008, and Oracle10g. The system module is designed by using UML, and the overall functionality which includes workflow customization, task distribution mechanism, work plan and evaluation is implemented by using ASP.NET and XML technologies. The unit test is done by using NUnit. Finally system testing is done, and bugs are tracked and fixed to complete the system development.The innovativeness of this project is apply some new technologies to the practical business problem solving, such as integrated platform, the solutions based on .net system architecture, and the new information technology application. The core value of the engineering material management platform is to deeply analyze the business process and actual requirements of the mobile communication network, and to apply the new information technology to the resolutions. The project has solved practical problem, improved the efficiency, and created a certain social value. It will have good promotion prospects.
